NEW REPORT FROM CIVITAS GROUP FINDS SECOND STAGE REVIEW OF THE DEPARTMENT OF HOMELAND SECURITY GENERALLY POSITIVE FOR THE PRIVATE SECTOR

Washington, D.C. - July 22, 2005 - The proposed changes for the Department of Homeland Security, resulting from its “Second Stage Review,” are generally positive for the private sector, creating the potential for a more efficient and effective department, according to Civitas Group llc, a homeland security strategic advisory and investment services firm. The proposed changes will realign the Department’s structure around the core functions and missions of each of four undersecretaries, the seven operating entities, and about two dozen support entities, with the objective of streamlining the Department’s efforts. Particular changes of interest to the private sector include: the creation of the Chief Intelligence Officer, which will allow the Department to take a more prominent role in the intelligence community as a consumer and provider of intelligence products; and, the creation of the new Chief Medical Officer, which will coordinate DHS efforts for bio-terror threats.
